Kitaen was born Julie Kitaen in San Diego, California in 1961, the youngest of three children born to Linda Kitaen (nee Taylor) who was a housewife and a once-in-a-lifetime beauty pageant contestant, and Terry Kitaen, an employee of a neon sign business. Kitaen was born to a Russian-Jewish father as well as an Scottish mother. Kitaen was raised Jewish. Kitaen was first introduced to the name "Tawny", at 12 years old, on her own initiative. In her early years, she struggled with dyslexia that led her dropping out of Mission Bay High School. [7] She was 14 when she first saw Penny Frampton perform at Balboa Stadium. [9]
